What steps will reproduce the problem?
1. Launch Chrome and open incognito mode (Ctrl + Shift + N).
2. Now open any website and observe the loading icon in tab.

Actual : Loading icon appears faint in incognito mode.
Expected : Loading icon should appear in dark blue color.

This is a regression issue, broken in 'M-49', below is manual bisect and Narrow bisect info :
Good Build: 49.0.2612.0
Bad Build: 49.0.2614.4
