OS :  Windows (7,8,8.1,10), Linux(14.04 LTS), Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome and chrome://md-settings page.
2) Scroll down the page, go to On Startup section and select the 'Open a specific page...' radio button.
3) Press Tab key and observe the focus travel.

Actual : Focus does not move to 'Add a new page' or ' Use current pages' options after pressing Tab key.
Expected : Focus should move to 'Add a new page' or ' Use current pages' options after pressing Tab key.

This is a regression issue, broken in 'M-50', below is the Manual Bisect and Narrow Bisect info.
Good Build : 50.0.2647.0
Bad Build : 50.0.2648.0
