What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings/siteSettings
(2) Now click on any of the below listed options like cookies,Location,Camera etc observe after clicking

Actual : Traces of toggle button is seen in background after clicking on cookies or any other options in chrome://md-settings/siteSettings page
Expected : Traces of toggle button should not be seen in background after clicking on cookies or any other options in chrome://md-settings/siteSettings page

This is a regression issue, broken in 'M-53', below is manual bisect and Narrow bisect info :
Good Build: 53.0.2770.0
Bad Build: 53.0.2772.0
