SmartLock: Japanese button label does fit in smart lock wizard.

The button label looks like "スマートフォンを" but it should be "スマートフォンをXXX" (XXX is hidden verb)

This button needs to accommodate longer text.  It lives in pairing_dialog.js in the proximity_auth extension in google3.  Reassigning to tengs@ to have a look.
