Non-Regression: Unnecessary delete button is seen on double clicking + button in set wallpaper overlay

Version: 53.0.2768.0/8480.0.0 (Official Build) dev-channel Peppy, Daisy, Blaze, Mighty
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user>> go to settings>> go to set wallpaper overlay>> go to custom>> double click on upload (+) button>> and observe

Expected: On double clicking on + button no delete button should be seen, because no image is there
Actual: Instead delete button is seen enabled on double clicking + button

This is a Non- Regression issue as the same behavior is seen from 38.0.2125.44/6158.19.0 beta-channel daisy

Issue is not applicable to Linux and Windows

Able to reproduce the issue on Peppy using chrome version 53.0.2768.0/8480.0.0
