[MD Polish] Error message for sync setup in chrome://md-settings is not displayed properly.

Chrome Version:53.0.2773.0 ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610}
OS: Windows(7,8,8.1,10), Linux (14.04 LTS), Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch chrome and sign into chrome with valid credentials.
2. Navigate to chrome://md-settings/syncSetup.
3. Scroll down to the bottom and select 'Encrypt all synced data with your own sync passphrase'.
4. Enter a passphrase. Do not enter confirm passphrase and click on save button.

Actual:   The error message is partially hidden behind the save button.
Expected: The error message should be properly displayed.

This is a regression issue broken in 'M-52' and will soon update other info.
