Ah, that's the checkbox's ripple. I believe it currently shows when the checkbox is focused, which is happening when you return to the MD Settings page.

We should figure out some way to both let users see focus when navigating with the keyboard, but not show focus states otherwise (like in this case).

For instance, if I click a normal checkbox on crbug.com, the focus is now on it (clicking tab will go to the next element). If click a checkbox, go to a different tab, and come back, there is no keyboard focus shown.

Doing this with a checkbox on MD Settings results in focus being shown.

nope, but tabs being refocused is not new.  i don't think this is a beta blocker.

This doesn't happen only on refocusing but also when you hit esc or click outside a popup to close it (see duped  Issue 624505 ). That's probably a lot more frequent than refocusing?
