SOM non step failures can't get have linked bugs

Issue description

The frontend currently generates keys assuming that the alert is a step failure. Stale master alerts (and other non build failures) aren't step failures, so they have no keys currently.

We should use the key as given in alerts json.

(tiffany couldn't file the bug, since she doesn't have a chromium account yet).
