“Save” button for sync passphrase should be disabled until passphrase confirmed

On top level click on Sync to get to Sync Settings Page:

Click "Encrypt all synced data with your own sync passphrase" under "Encryption options."  The “Save” button for sync passphrase should be disabled until passphrase confirmed.

I don't think this is Chrome OS specific.

Making P1 since setting this incorrectly could have very bad results.
