Fullscreen HD video frame problem

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2772.0 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open a HD video (my example: https://www.youtube.com/watch?v=n5jXg_NNiCA)
2. Enter fullscreen
3. 

What is the expected behavior?

What went wrong?
Sometimes screen flickers with an irrelevant frame. I don't know how to describe the problem. 

But I think it started to occur after 'Enable Low Power Fullscreen Mode' committed by ccameron .

See attached video at 00.06. 

It happens on any HD video, not exclusive to YouTube

I must say, I'm not sure it is special for HD videos or not. It happens rarely.

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

Yeah, this is a jank in the transition to fullscreen-low-power mode. I'll see if I can repro and make it not noticeable.
Thanks! Forgot to mention, the device is MacBook Pro 13" Retina (Early 2015).
 Issue 625481  has been merged into this issue.
I don't think  Issue 625481  is similar to this one. It is releated to Mac Fullscreen Low Power Mode.
I am agree with previous commentator, in 625481 demonstrated playing video not full screen on Linux I don't think that this is related to 'Enable Low Power Fullscreen Mode'
ccameron@, can you please look in to this on Sierra GM. I am not seeing the frame problem on Sierra GM, but it makes me wonder is the fullscreen-low-power-mode working or not.
Hmm, I've just got the same issue on Sierra GM. Ignore me, if the flashing of the frame means it goes into fullscreen-low-power-mode.
