My guess is that the network cache behaves differently on android.

I think we might have an issue where we assume that the network layer will handle some things for us, which it may or may not do on android. I will investigate.

I'm submitting CL that allows chrome to accept 200 responses (and ranges larger than requested). The extra data is simply discarded.
