No way to switch from diff with base to diff with other patchset view

1. Open CL
2. Click on file, land on diff with base view
3. Attempt to switch to a diff with the previous patch
4. Find no way to do so and click on the feedback button.

Status: WontFix (was: Untriaged)
Rietveld is currently in maintenance mode while we transition to Gerrit. A broader announcement will be made shortly. This functionality is available in Gerrit so marking as WontFix.
