Create a std::unique_ptr like structure to handle objects that should be deleted by LocalFree

It is easy to forget to close objects that are required to be closed by LocalFree. To prevent this, we should create a smart pointer which executes LocalFree on its destruction.

We can name the smart pointer ScopedLocal<T> and put it in base/win.
