Print manage button not working on Fedora 23

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Steps to reproduce the problem:
1. Try to print something.
2. next to local destinations click Manage

What is the expected behavior?
It should open the Printer configuration menu

What went wrong?
Nothing happens after clicking manage.

Did this work before? Yes 50

Chrome version: 51.0.2704.84  Channel: stable
OS Version: 4.5.5-201.fc23.x86_64
Flash Version: 

I'm on a fairly vanilla Fedora 23 installation... 24 Just came out.

What desktop environment? Gnome 3?

thomasanderson: Wanna take a look? The relevant code is in chrome/browser/printing/printer_manager_dialog_linux.cc but it's a bit old.

Also, I'm not sure if this is a regression in Chromium/Chrome, as the code for the manage button hasn't changed AFAIK.

I can't repro on Version 51.0.2704.84 (64-bit), Ubuntu 14.04
I'll see if things are broken on Fedora

This doesn't seem to be a regression.
Fedora 23 doesn't have system-config-printer installed by default.
Can we add this as an RPM dependency?

Does Fedora have some other printer config GUI tool installed?
Not sure.  I'll see what firefox does
Firefox, Opera, and many other apps just use the system print dialog.

Based on this, I don't think Fedora has a print config GUI

There has to be a "control panel" applet to configure the printers. Let's try running that for DESKTOP_ENVIRONMENT_GNOME if system-config-printer does not exist. It looks like we don't distinguish between different versions of GNOME like we do for KDE.
`gnome-control-center printers` will open the Gnome printer settings
interface.
Thanks, we figured that out yesterday but didn't update the bug.

The fix should appear in 53.0.2776.0 or later
