DevTools color picker expects #RRGGBBAA support

Issue description

In 97c7757e7ae143f63e5d7281d1a9837338b12562 support was added to DevTools for #RRGGBBAA color syntax.  But unfortunately we had to disable the feature in  issue 618518  due to webview compat issues.  This means the DevTools support is currently broken (see https://bugs.chromium.org/p/chromium/issues/detail?id=618518#c3).

We could just revert the DevTools support, but the feature will be conditionally available at runtime (see  issue 618472 ).  So it would be better to try to make the DevTools support conditional on the feature being supported by the target via feature detection.

Not sure if this should be ReleaseBlock or not - the impact is somewhat subtle.  Tentatively adding it just in case.
Sam@ : Could you please take a look into this and update, as this is marked to Releaseblock-stable for M52 and request you to merge the change prior to it.

M52 Stable is launching very soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged ASAP. All changes MUST be merged into the release branch by 5pm on July 1 to make into the desktop Stable final build cut. Thank you!

Thanks for filing Rick.

Impact is negligible. Don't think its worth tracking support in Devtools.

Worst case scenario is that they will input a 8 HEX and it will not display the right color on the page.
