Should measure the time-to-focus-or-open-window for notification clicks

We should measure the time it takes a developer to focus/open a tab in the `notificationclick` event.

When doing this, let's measure action button clicks separately from normal clicks: there's more valid use-cases for action buttons to not show a window than normal notification content.
