Steps to reproduce the problem:
1. go to "Customize languages and input..."
2. see that only Alt-Shift and Ctrl-Space are supported, no options
3. 

What is the expected behavior?
I can select the desired layout switch combo as in every other modern OS

What went wrong?
Unable to select layout switch to my liking. Shift_L+Shift_R is a popular example.
