Regression: MD Settings dialogs not closing on Back navigation

Issue description

Chrome Version:53.0.2773.0 Revision ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610}
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)
 
What steps will reproduce the problem?
1.Launch chrome, navigate to chrome://md-settings
2.Click on 'menu' options,click on 'advanced' option from list and click on 'site settings' option 
3.Click on 'cookies' option and click on 'add site' option such that overlay appears.
4.Now click on back navigation button and click anywhere on the page.

Actual: Unable to perform any action on page after clicking on back navigation button.

Expected: Should be able to perform any action on page after clicking on back navigation button.

This is a regression issue broken in 'M53' and will soon update other info.

Summary: Regression: MD Settings dialogs not closing on Back navigation (was: Regression:Unable to perform any action on page after clicking on back navigation button.)
This isn't tied to the Site Settings dialog -- this is a problem for all dialogs I've tested so far under md-settings (Add Search Engine, Add Site Dialog, Reset Chrome dialog), so I'm a bit suspicious of the narrow bisect.

And, indeed, I just tried reverting my change locally and I noticed that the Add Search Engine dialog still fails in this way. Speaking with the MD-Settings team, it seems this is a known issue. Not sure if it is tracked elsewhere, so I'm leaving this open for tracking.

Just to update:
Still issue persists on Windows 7, Mac 10.11.5, Ubuntu 14.04 using latest M-53(53.0.2785.0).

Could anyone from dev team look into this issue please.

Issue still seen on latest canary 54.0.2787.0, removing the ReleaseBlock-Stable as of now as this is related to Material Design feature.Feel free to add again if you feel so.
