Regression : 'Search history' faint text does not change it's direction when writing direction is changed in chrome://history search box.

Issue description

Chrome version : 53.0.2773.0 (Official Build) ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610} 32/64 bit
OS :  Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and navigate to chrome://history.
2) Right click inside search box and change the writing direction to 'Right to left'.
3) Observe the 'Search history' faint text.

Actual : 'Search history' faint text does not change it's direction when writing direction is changed.
Expected : 'Search history' faint text should change it's direction when writing direction is changed.

This is a regression issue, broken in 'M-53', below is the Manual Bisect and Narrow Bisect info.
Good Build : 53.0.2749.0
Bad Build : 53.0.2750.0
