OS :  Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome and open a New Incognito window.
2) Right click anywhere on page, select 'Save as' option and save the page.(Download shelf is seen at the bottom)
3) Press F6 key twice to move focus on downloaded file at download shelf and observe the focus ring.

Actual : In incognito mode, focus ring is not seen properly for downloaded items at download shelf.
Expected : In incognito mode, focus ring should be seen properly for downloaded items at download shelf.

This is a regression issue, broken in 'M-53', below is the Manual Bisect and Narrow Bisect info.
Good Build : 53.0.2770.0
Bad Build : 53.0.2772.0

Suspecting : r400511 from Narrow Bisect.

Note : Above issue is not seen on Linux(14.04 LTS) and Mac(10.10.5, 10.11.4) OS.
