Non-Regression: Mouse pointer not changing to Hand icon on hovering over menu in Chrome://md-settings page

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2773.0 Safari/537.36

Steps to reproduce the problem:
1. Launch chrome -> Navigate to "Chrome://md-settings" page
2. Click on Settings menu and hover the mouse on the menu items and observe.

What is the expected behavior?
Hand icon should be seen on hovering the menu.

What went wrong?
Hand icon is not seen and also the menu item is not getting highlighted on hovering the mouse.

Did this work before? No 

Chrome version: 53.0.2773.0  Channel: dev
OS Version: Ubuntu 14.04
Flash Version: Shockwave Flash 22.0 r0

This issue is seen on Windows also

Able to reproduce the issue on Mac 10.11.5 using chrome version 53.0.2773.0 .
Marking it as Untriaged to get more inputs from dev team.
