Feature Request: API to change the app window title bar color programmatically

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36
Steps to reproduce the problem:
1. There is an potion to create an app with a specific window color by specifying "frame" property as {color: "#F44336"} to the chrome.app.window.create options.
2. This creates the window with the specified color
3. Now once the window is open there is no way to change this color
What is the expected behavior?
An API that can change the window color after the app window is launched. Something similar to chrome.app.window.current().setFrameColor(color).
What went wrong?
Once the window is loaded, the window object has a property 'hasFrameColor' but there is no way to change the current window color.
