Regression: ‘Sign-in’ overlay is not seen properly after restoring the browser window.

Issue descriptionChrome Version:53.0.2773.0 (Official Build)ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610} 32/64 bit OS: Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome, resize browser window and click on ‘Avatar’ icon seen on R.H.S of the window. 2. Click on ’Sign in to chrome’ button such that ‘Sign in’ overlay gets open and then restore the window. 3. Observe the overlay. Actual: ‘Sign-in’ overlay is not seen properly after step 2. Expected: ‘Sign-in’ overlay should be proper seen after step 2. This is regression issue, broken in ‘M 53’ and will soon update the bisect: Good build:53.0.2770.0 Bad build:53.0.2772.0 Note: Issue is not seen on Mac OS.

This change was to make the dialog usable on smaller screen, where having a <800-ish pixel high Chrome window would completely hide part of the flow. The choices here are: 1- Have the dialog behave like the "expected" video above but make parts of it inaccessible on small screens 2- Have the dialog behave like it currently does but gracefully handle small screen heights +ewald to make the call, but I think that's WAI

This looks WAI (see Issue 617733). Anthony, the one thing I notice - the "Sign in to Chrome" header doesn't appear to have a scrollbar when the dialogue is downsized. If the window is so small that it only has enough vertical space for that header, can the user still scroll down to the area where they can enter their username/password?

Unfortunately no, that's a design decision by GAIA. The header is made to be "sticky" so only the content scrolls. At that point though, your Chrome window is probably <300px high. I don't think we really want to "support" such small windows.
