Issue descriptionChrome Version: 53.0.2773.0 (Official Build) ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610} (64-bit) OS:Mac (10.10.5 , 10.11.4),Mac Retina (10.11.4) What steps will reproduce the problem? 1.Launch chrome and navigate to chrome://md-settings. 2.Click on 'menu' options and click on 'advanced' option from list. 3.Now click on/around "change" button under downloads section and observe. Actual: After clicking on change button ripple effect appears to be stuck.(i.e on clicking at edge or near change button) Expected: After clicking on change button ripple effect should work smoothly. This is a Non-regression issue seen from 'M47' series i.e build no 47.0.2491.0 Note: Issue not seen on Win & Linux OS.

This is the focus state, which is shown in this case since you're coming back to Settings from another window/dialog. It is unfortunate that it is so visible / looks like the button's pressed state.
