Precondition: Enable 'Material Design User Manager' flag from chrome://flags.

What steps will reproduce the problem?
1) Launch chrome, click on avatar icon in top R.H.S and select 'Switch person' (Switch person window opens).
2) In Switch person window, click on 'ADD PERSON' (Add person overlay is seen).
3) Click on first avatar icon and observe.

On clicking first avatar icon, it gets deselected (blue highlight disappears).

On clicking first avatar icon, it should not get deselected.

This is a Non-Regression issue seen from M-51 series (Chrome version: 51.0.2674.0)

Note: The above mentioned flag is available from build no: 51.0.2674.0.
