Give LogDog a "report bug" link |

Issue descriptionA reported by tansell@: I was recently viewing a log and wanted to report a bug, however I wasn't able to quickly find out how to do so. The only page which seemed to be linked from the UI was https://luci-logdog.appspot.com/app/ which told me to email here. So, my first bug report is the lack of bug reporting link/widget/thingy.
