Regression: Ripple effect issue is observed on chrome://md-settings/manageLanguages

Issue description

Chrome Version::53.0.2772.0 (Official Build)f3fbfe7d3230493784f1818e1ee6bd6246112470-refs/heads/master@{#400575} 32/64 bit
OS:Windows (7,8,10), Mac (10.10.5,10.11.4),Linux(Ubuntu 14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/manageLanguages
2. Click on 2-3 checkbox of Language to add them as ‘Enabled Languages’ and click anywhere on overlay.
3. Then press ‘Tab’ key till highlight reaches on Cross icon and observe the ripple effect.

Actual: Ripple effect of highlight is seen on previous ‘Cross’ icon.
Expected: Ripple effect should be proper.

This is regression issue,broken in ‘M 53’ and will soon update the bisect info:

The languages UI has changed to a different UI. This doesn't seem to be happening any longer.
