Regression : Unnecessarily dim effect is seen while switching to a 'chrome://md-settings' tab opened in the background

Issue description

Chrome version : 53.0.2773.0 (Official Build) ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610} 32/64 bit
OS :  Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and navigate to chrome://md-settings.
2) Now middle click on 'Reload' button. (Duplicate tab is seen in background).
3) Go to the tab opened in step 2 and observe.  

Actual : Unnecessarily dim effect is seen while switching to a 'chrome://md-settings' duplicate tab.
Expected : No such dim effect should be seen while switching to a 'chrome://md-settings' duplicate tab.

This is a regression issue, broken in 'M-53', below is the Manual Bisect and Narrow Bisect info.
Good Build : 53.0.2769.0
Bad Build : 53.0.2770.0

Good find. Not only duplicate tabs, any tab opened in the background; e.g., type chrome://md-settings into omnibox, and middle-click on the first suggestion, then switch to the new tab that opens.

Adding RB label as this is a recent regression.
Status: WontFix (was: Assigned)
I was able to reproduce this, then updated (pulled new code)
and was unable to reproduce it. It appears to have been addressed.
