Regression : Tab Crash is seen on changing device in Emulation Mode

Version: 53.0.2773.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://apps page
(2)Now Press F12 to open Dev tools -> Click on Toogle Device Toolbar -> Now select device "Nexus 5X" -> Select "Device Frame" option 
(3)And now select again "Responsive" and then to "Nexus 5X" Device  and observe Tab Crash

Expected: Tab crash should not be seen 
Actual : Instead Tab Crash is seen

This is Regression Issue broken in M-53
will provide bisect info soon

Below are the Repro steps for Tab crash :

(1)Launch chrome -> Go to chrome://apps page
(2)Now Press F12 to open Dev tools -> Click on Toogle Device Toolbar -> Now select any device (Ex: Nexus 5X)
(3)Now select again "Responsive" and then observe Tab Crash(Please refer Video)

Manual good and Bad Builds:
Good Build: 53.0.2772.0
Bad Build:  53.0.2773.0

Able to reproduce the issue on Mac 10.11.5 using chrome version 53.0.2773.0.
