Regression: Horizontal scroll-bar is not seen after zoom in to more than 200% at chrome://md-settings.

Issue descriptionChrome Version: 53.0.2772.0 (Official Build) f3fbfe7d3230493784f1818e1ee6bd6246112470-refs/heads/master@{#400575}-32/64 bit OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS) Steps: 1. Launch Chrome and navigate to chrome://md-settings 2. Zoom in more than to 200% and observe. Actual: No horizontal scroll-bar is seen after zoom in to more than 200%. Expected: Horizontal scroll-bar should be seen after zoom in to more than 200%. This is a regression issue broken in M-53, will soon update the bisect info.

Quick update: I think this also happens if the windows is made small enough that the content does not fit (even at 100% zoom). It definitely needs to be fixed. I'll add more notes in the next day or so.
