Unnecessary I-beam pointers appears on hovering the mouse pointer on close (X) button.

Issue description

Chrome Version: 53.0.2773.0 (Official Build) ced2fcee2c85702055d028f4e3e48c5a75a7e41c-refs/heads/master@{#400610} 32/64-bit.
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS) 

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/
2. Hover the mouse pointer on close (X) button at 'Please read' info-bar and observe.

Unnecessary I-beam pointers appears instead of arrow pointer.
Arrow pointer should appear on hovering the mouse pointer on close button.

This is a non-regression issue, seen from M-53 series as 'Please read' info-bar appears from build # 53.0.2772.0
