Regression: Focus issue is observed on ‘MD Settings’ page

Issue descriptionChrome Version: 53.0.2772.0 (Official Build)f3fbfe7d3230493784f1818e1ee6bd6246112470-refs/heads/master@{#400575} 32/64 bit OS:Windows (7,8,10), Mac (10.10.5,10.11.4) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings,click on 'Advanced' 2. Click on ‘Clear Browser Data’ such that overlay opens and click any where on overlay, then Press ‘Tab’ key 3. Observe the focus. Actual: Focus issue is observed (i.e. Focus does not travels checkbox options and cancel button.) Expected: Focus should travel to each options within the overlay. This is regression issue, broken in ‘M 53’ and will soon update the bisect info

Didn't reproduce. Plus, md-settings is canary feature and is changing daily. Do we call something experienced gets not working "regression" and "stable-blocker"?

I can reproduce this issue locally; focus a) doesn't start in the dialog and b) doesn't traverse the checkboxes in the dialog. Assigning this to tbuckley@ for investigation or routing.
