Issue descriptionChrome Version: 53.0.2772.0 Revision f3fbfe7d3230493784f1818e1ee6bd6246112470-refs/heads/master@{#400575} OS: Windows(7,8,10),Mac(10.10.5,10.11.4) What steps will reproduce the problem? (1) Launch chrome, navigating to chrome://md-settings/manageLanguages (2) Reload the page and observe. All languages gets blank after reloading page. All languages should not get blank after reloading page. This is a regression issue,broken in 'M-51', will soon update the other info:

URL is chrome://md-settings/languages may or may not have started after that CL, but we've had issues like this before. supposed to have been fixed with: https://github.com/PolymerElements/neon-animation/issues/60 but wasn't. the fix should also hopefully remove the hack that makes this work when opening the sub-page: https://codereview.chromium.org/1828763002/

I'm not sure if it's the same root issue, but I believe passwords also don't show up if you reload chrome://md-settings/managePasswords

@hcarmona, this sounds like the same problem with Passwords/Autofill lists being blank after refresh.
