No audio playback on HTML5 or Flash.

Steps to reproduce the problem:
1. Open a site that plays audio or video with audio.
2.

What is the expected behavior?
Audio to play as it should.

What went wrong?
No sound from my speakers.

Did this work before? Yes Kind of hard to say.  Nether Chrom nor Vivaldi are my primary browsers, but I believe it was working before the 6/16/16 update, but it may very well be since the first 51 reliese on the 2nd.

Is it a problem with Flash or HTML5? Both

Does this work in other browsers? Yes 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: kubuntu 16.04
Flash Version: Shockwave Flash 22.0 r0

I tried going back to each of the previous two 51 builds with no change in the status.  After reinstalling the latest (51.0.2704.103-1) and rebooting due to a system error shortly afterwards, the sound is now working.  Perhaps something didn't get overwritten during the package installs or perhaps something else was wrong that the reboot fixed.  Either way, this doesn't seem to be a problem any longer.  I don't see any way for me to close this out, but I think it can be closed now.

Unable to repro this issue on Ubuntu Trusty (14.04) for Google Chrome Stable Version - 51.0.2704.103

@gwhite: Could you please re-test the same on a clean profile [chrome://settings -> Add Person] and let us know your observations.
