Issue descriptionSince the data from and unverified profile is not merged into a verified profile during a merge (the unverified profile is discarded) the use stats are not updated. To test the behavior after the change, change the tests in PersonalDataManagerTest.ApplyDedupingRoutine_VerifiedProfile*
