Omnibox - HistoryQuick Provider Should Index "foo's" as "foo"

Issue description

Version: 52.0.2743.41 
OS: Windows 10

1. search <bobs burgers episodes> (no brackets) in omnibox
2. visit IMDB result: http://www.imdb.com/title/tt1561755/episodes 
3. later, type <bobs> (no brackets) into omnibox

Expected: IMDB page is suggested, highlighting "Bob's" from title
Actual: IMDB page is not included, unless the query is grammatically correct (<Bob's>)

Hmmm.  "It takes two...men" shouldn't match against "women".  And I have no sense for how to handle punctuation in other languages.  I would be anxious about a fix here reducing overall quality rather than improving it.

The problem has already been solved for Search suggestions, as the examples show. Might not be a simple, or even describable, solution, but it's worth asking if we can figure out whom to ask.
Mark is ex-search quality.

But in general search is working on solutions that run across datacenter scale and we're working without any of google3 in code that needs to finish in milliseconds on your local machine while it's loaded.  The solution spaces are so different that cross-pollination just doesn't usually happen.

The general punctuation case is difficult to get right cross-language.

However, this specific example is easy.  In my experience, making "foo" and "foo's" be considered the same term has many more wins than losses and is a good heuristic that can applied everywhere (regardless of language, though in many languages it doesn't do anything).  Morphing this bug to be about this narrow case.

In addition to the new bug summary:
>should index "foo's" as "foo"
we should also
>parse input "foo's" as "foo"
for the purposes of searching.

I will not have time to work on this.  Contributions are invited.
