Device toolbar Edit option does not set focus back to undocked developer tools window

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36 Steps to reproduce the problem: 1. Open the developer tools window. 2. Click button at top right, and set Dock side option to "Undock into separate window". 3. Click on "Toggle device toolbar" button at top left. 4. Click back on main browser window. 5. Click on the device menu (left of top/centre), and select "Edit..." What is the expected behavior? The focus should be given back to the undocked developer tools window. What went wrong? The developer tools window does not get the focus. If the main browser window is set to a maximised window state, it remains hidden behind the main browser window, preventing easy selection of devices. Users new to the devices toolbar feature may take a while to work out why nothing appears to be happening. Did this work before? N/A Chrome version: 51.0.2704.103 Channel: stable OS Version: 6.3 Flash Version: Shockwave Flash 22.0 r0
