Help link in menu points to wrong address

Issue description

If you have Material Settings enabled Help button in menu does not work properly it points to "chrome://help/" but it should be pointing to "chrome://settings/help" instead.

able to reproduce the issue on Win7, Mac OSX 10.11.5, Ubuntu 14.04 using Chrome Dev 53.0.2767.4 and Canary # 53.0.2733.0

marking as Untriaged and requesting Dev team to check the issue.
