Chromevox does not save settings once they have been modified

Reported by nimerjaber1@gmail.com, Jun 19 2016

Issue description

Mode: force_next
Version: 53.0.2768.0
Reproduction Steps:
1. Enable Chromevox and navigate to Chromevox options.
2. Check the check box to enable cursor to be placed between letters, for example like on Mac OSX and press CTRL+W to close the window.
3. Navigate back into CVox options, and press tab to get back to that same setting.
Expected Result: CVox option is checked, and cursor is placed in between letters.
Actual Result: CVox option is not saved, option is unchecked, and cursor is not placed in between letters.

As this feature is broken and is not consistent, maybe it should just be removed...

I've "place cursor between letters" checked and it works for me :)
