Chromevox does not allow one to change hotkey assignments that are blank

Issue descriptionMode: force_next Version: 53.0.2768.0 Reproduction Steps: 1. Enable Chromevox and navigate to Chromevox options. 2. Press tab to navigate to a hotkey assignment that has not been assigned. 3. Attempt to assign a hotkey. Expected Result: The hotkey can be assigned, and Chromevox will use the assigned hotkey to perform the desired action. Actual Result: The hotkey cannot be assigned.

This is still an issue for me in 55.0.2878.0 and I suspect it is because the features are not actually implemented. I wonder if the options that cannot be changed that have not been implemented can be hidden from the user?
