Add a UseCounter for the CSP 'referrer' directive

We want to get rid of it as part of implementing the Referrer-Policy header. Other browsers have not implemented the 'referrer' directive.

Add UseCounter for CSP referrer directive

The 'referrer' directive hasn't been implemented by other
browsers, and is being replaced by the Referrer-Policy
header, so we'd like to remove it if we can.
