Android apps do not resize when Flip is in tablet mode and is rotated |

Issue descriptionVersion: 53.0.2768.0 OS: ChromeOS (Flip) What steps will reproduce the problem? (1) Launch an Android app and maximize it. (2) Flip the device into tablet mode. (3) Rotate the device from landscape to portrait, so the screen rotates. (4) Tap on the app window's drag/title-bar. What is the expected output? Expect that at #3 the app re-renders to the new rotation. What do you see instead? Instead the app only adapts to the new layout/rotation at #4, when you tap on the toolbar.

Apps that should change what they display - eg Google Calendar - don't, even when the top bar is tapped. So in Calendar the app will resize for the orientation, but doesn't switch on and off the month calendar to the left of the schedule. To make this work you have to start the app in the appropriate mode.
