Enable tracing_with_background_memory_infra benchmark on reference bulid

Issue description

The tracing.tracing_with_background_memory_infra benchmark is disabled on reference builds since the reference browser would not support newly introduced background mode in memory-infra. Once the reference (stable) browser version goes above branch no 2760, ie contains the CL:

At that point this benchmark should also be merged with the existing tracing.tracing_with_debug_overhead benchmark.

[tools/perf] Reenable tracing.tracing_with_background_memory_infra

Reenable this benchmark on reference builds. Will probably still fail
but failures on reference builds are not considered failures.

This is part of the benchmark reenabling fix-it, where we're aiming to
bring the stories that are disabled in line with the stories that are
actually still failing. We're also migrate from wholesale benchmark
disabling to per-story disabling when a story fails.
