EC does not report alternate modes on USB type-c ports on Gru

When inserting a multi-function adapter into one of the USB Type-C ports on Gru, the EC does not report any alternate modes when executing the EC_CMD_USB_PD_GET_AMODE command.

Update: It appears that alternate modes are _sometimes_ reported by the EC. I have not figured out the circumstances or conditions which determine if they are reported or not.

Fixed on other crbugs, should be working now that HPD is straightened out.
