SSLServerSocket is not maintained for production use

Filing this per https://codereview.chromium.org/1632913002/. SSLServerSocket isn't really maintained by the //net team for production use (it's used in tests), but there are some users anyway. Either migrate them elsewhere or get SSLServerSocket into shape.

Add a note to avoid SSLServerSocket in new code.

This class is not maintained as a production-quality SSL server. Add a note
that it shouldn't be used outside of tests.
