Developer Tools freeze/crash when inspecting network requests.

Issue description

Chrome Version       : 51.0.2704.103
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) : N/A
Other browsers tested: N/A

What steps will reproduce the problem?
1. Open Dev Tools.
2. Switch To Network Tab
3. Click request to load detail. (a few second delay)
4. (Optionally switch to the Preview tab.
5. Switch back to Headers tab. (a few second delay)

What is the expected result?
The details for a network request should load much faster

What happens instead of that?
They load much slower.

Please provide any additional information below. Attach a screenshot if
possible.

Tested the issue on Windows 7, Mac 10.11.5, Ubuntu 14.04 using 51.0.2704.103, latest canary 53.0.2773.0 with below steps:

1.Opened dev tools->network tab and hit F5.
2.Records loaded successfully without any delay.

Please find attached screencast and update if anything missed here in triaging the issue.

The problem begins to appear when you click into a network request and look at the detail.  Notice the delays  from when my mouse moves from the request line and when the detail is loaded.  Then notice again how I can select the preview, response, cookies, and timing tabs without delay, but switching to the headers tab results in a lockup where dev tools are unusable. 

The length of the lockup is variable, it can be almost instantaneous or it can last over 5-6 seconds.  Extremely problematic if your looking at a lot of network requests.

The last thing is that it doesn't seem to happen all of the time, or on every request. However I'm running into the issue on multiple sites, multiple times a day.

Unable to reproduce the issue on Windows 7 using 51.0.2704.103, latest stable 51.0.2704.106, canary 53.0.2782.0 as per comment #2.
