Logging for alerts dispatcher is really confusing |

Issue descriptionLogging for alerts dispatcher is really confusing. It spits out a ton of information, including errors which aren't really fatal errors, etc... It should really give you some basic information, and use tiered logging levels (info, debug, warning, etc..) to let me control the amount of logs you get.

I'll work on this next week. The plan is to replace standard go logging with luci-go logging and plumb a Context through while I'm at it so it's there for milo's pRPC client.
