Ensure TopSitesBackend::UpdateTopSites performance is understood.

In the thread_times.key_silk_cases benchmark,  TopSitesBackend::UpdateTopSites shows up as a ~42ms task running periodically.  It may occur in any page content life-cycle phase.  See Issue 588745.

Long background tasks potentially cause jank for the user when they  run.

Can we confirm that we have performance tests so that TopSitesBackend::UpdateTopSites performance is well understood?  Are there stand alone perf tests and/or an UMA histograms to track how long UpdateTopSites takes in the wild?
