win-asan builder should notify syzygy-team on failure

We need an automated way to be notified when win-asan builds fail so we can catch these right away, rather than a day later.

Labels: -Pri-1 Pri-3

Lowering the priority as you can already be notified by subscribing to chrome-official@ , so it's not so urgent.

Let's just close this and document the workaround. Team members should just be expected to do this.
