Publicize how rotations work and where the membership lists are

Some of the rotations are now so large that people don't know what rotation they're on. Some people are also accidentally on two rotations, or none, and we should fix that.

This is fallout from BlinkOn Q&A session.

P.S. we should also consider whether non-Googler comitters should be in the sheriff rotation.

If this is really a Pri-1, find an owner and update the priority.

This is the result of a bulk edit that moved high priority available bugs to a lower priority in an attempt to be more honest with bug filers.

A "waht rotation am I on" feature would be greatto have for the rotation scripts. I'm currently writing up a proposal for rewriting the rotation scripts. 

Re: non-Googlers on the rotations. FYI: There currently are some non-Googler members.
